Go to the build deck screen.
Then press triangle2x, select2x, and when you press select the second time hold it, and press R1, R1, L1 L1, and go to save.
Save your game, and then go to password. Type in 67934010, but don't push x.
Go to build deck screen, and all 722 cards will be there.
